IIS 5.1, XP Pro SP 1. All Security patches. No Web Properties

Doing a fresh install of XP with SP1. I have all the latest security patchs
from windows update. I cannot get to the properties of my web. I click
nothing happens. I can get to properties of everything else though.

How about other service ? ftp or smtp ?
is the default web site working?
