ESMTP not accepting messages

Greetings:

I got a complaint from the administrator of a remote machine that his
emails to our campus are bouncing with this error:

.... while talking to smtp-in1.uah.edu.:
<<< 554 smtp-in1.uah.edu ESMTP not accepting messages

We are running sendmail 8.13.1 but we are not using the greet_pause
feature. Is this a problem on our end, or with the sending MTA? Thanks...

I hate following up on my own posts, but it turns out that a milter was
rejecting the connection at a point before which sendmail will apparently
not allow custom reject text. Bummer.
