httpfilter (http ssl) service won"t start on Windows Server 2003

When I try and start IIS it fails to start.

Error 7023 is logged - text of the message is:

The HTTP SSL service terminated with the following error
The parameter is incorrect.

Typing "net start httpfilter" gives:

a system error has occurred
System error 87 has occurred
The parameter is incorrect.

I've checked all the permissions on the registry and file system as in
http://support.microsoft.com/?id=812614

I've checked RPC ports (http://support.microsoft.com/?id=327649
although this doesn't appear relevant for IIS6)

I've removed and reinstalled IIS

Any other ideas, please?

It could be a problem with the Machinekeys folder, I would uninstall IIS,
and then rename this folder to machinekeys.old. You can find this folder
under All Users Profile\Application Data\Microsoft\Crypto\RSA. Then,
reinstall IIS.

I tried that; when I reinstalled IIS a new machinekeys folder was
created with 2 files in it but I'm still getting the same error when I
try to start httpfilter.

Any other suggestions, please? Is there any kind of monitoring tool I
can use to find out what parameter it thinks is incorrect? I've looked
at all the registry entries for the service on this server and on
another which does work and they're all the same
