How to build a heavyduty file download server?

Hi,
I want to build a heavy-duty server for file upload and download. So what
should I use for server side scripting for the file transfer part. Right no=
w
I am using PHP(both for download and upload) but having problem with
downloading some specific files with error like "the source file could not
be read".
Is mod_perl a better option for my purpose or should I try something else.
All comments and suggestions are most welcome.
