how do you put a transparent layer of text on a web page?

Using FrontPage or Sharepoint Designer: How can I put a transparent layer of
text on a web page? I need it to be scrollable. I have tried using an
inline frame, but then the background layer of that slice scrolls along with
it inside the frame - messing up the background. Assigning the background
image as a watermark did the same thing.

Seems like this should be something simple!! Help!

Set the opacity for the div element. It's a percentage so 50% would be .50

There's a real intersting tutorial with great examples of opacity in action
