FP 2002 Extensions on Solaris 9 w/ apache

I've installed the FP 2002 extensions on a solaris 9
machine running apache 1.3.27.
I'm connecting to the server with the FP 2003 client
running on XP. When I use the client to "import" the
website from the server, I select "Front Page Server
Extensions" for the method of connecting to the server.
It prompts for the FP username and password on the server
then displays the site in my client like everything is
working fine.
The problem is that the Tools -> Server option is greyed
out in my FP 2003 client. From what I understand, I need
this option to be able to manage user access to the site.
I've tried running the httpd daemon as the FP server user
(www) and changing ownership of the httpd.conf file to
that user as well. What am I missing here? Any ideas?

I found my problem. Even though I was viewing the local
copy of the site along with the website on the server in
FrontPage. The Tools -> Server option was greyed out
because it thought I was working from the local copy and
not from the server.
There is a link on the bottom left of the FrontPage 2003
window to "Open your Remote Web site in FrontPage". Once
I do that, the Tools -> Server option is available.
