no readme checkbox in install

How-To-Repeat:
I downloaded the newest 3.23 binary for windows, and installed it on Win2000
professional. The install seemed to go fine, but I noticed a small error at the
end of the install process. The very last install screen(the one with
the "Finish" button) said that you could have the readme.txt automatically
displayed. Normally when an install program says this, there is a checkbox that
lets you choose weither to display the readme or not. The problem is that there
was no checkbox. I clicked on the "Finish" button, and still the readme file
did not come up.

Thanks for the bug report, unlucky that behavior isn't possible
to fix in the current and standard setup program shipped with
VC++. The current install program will be changed soon.
