Dropdown menu with frames

I have a dropdown menu in a frame. The submenus are shown as far as the frame
is. Is there a way that the submenus are viewed outside the frame?
Something with DIV???

If the menu is within a page that is load within a frame, then menu can not leave the page is on,
ie., cross a frame.
