[Crypt::SSLeay] LWP ignores no_proxy settings and connects always over proxy

Hello libwww@perl.org,

The Module Crypt-SSLeay 0.51 with LWP under MS-Win32 ignores NO_PROXY setti=
ngs.
This causes always connections to internet proxy instead of directly
connecting to intranet.

As a result, no testing of intranet connections over SSL is
available.
