bind 9.2.3 error compile with OpenSSL

I tryed compile bind 9.2.23 on slackware 9.1, OpenSSL 0.9.7c, with parameters:
CC="gcc" \
CFLAGS="-O3 -march=i686 -funroll-loops -fomit-frame-pointer" \
./configure \
--prefix=/usr \
--exec-prefix=/usr \
--sysconfdir=/etc \
--localstatedir=/var \
--libexecdir=/usr/libexec/named \
--with-openssl=/usr \
--with-libtool \
--disable-ipv6 \
--enable-threads
and get the follow error:

checking for OpenSSL library... using openssl from /usr/lib and /usr/include
checking whether linking with OpenSSL works... no
configure: error: Could not run test program using OpenSSL from
/usr/lib and /usr/include.
Please check the argument to --with-openssl and your
shared library configuration (e.g., LD_LIBRARY_PATH).

I have set LD_LIBRARY_PATH.
LD_CONFIG_PATH=/usr/lib
What may be problem ?

With OpenSSL 0.9.7 you have to prepend
CFLAGS="-I/usr/kerberos/include" LIBS="-L/usr/kerberos/lib -lssl -lcrypto -lresolv -lgssapi_krb5 -lkrb5 -lk5crypto -lcom_err -ldl -lz"
to ./configure

Ok - sorry I was not very clear :(
I found this on the internet while I tried to compile some application
which needed OpenSSL:
:Quote on:
To compile against OpenSSL 0.9.7 you need to use the pkg-config support where
available; e.g. add `pkg-config --cflags openssl` to CFLAGS and `pkg-config
--libs openssl` to LIBS.

I was so stupid to give you the output of the pkg-config of my system :(
Just try yours and see what happens ...
