Schedule Backup

Hi,
I want to create a schedule backup on mySQL database. The first time I
create the project i can schedule it. But now if i double click the
project's name it show error message which tell that the task
scheduler is not active. i've been check the services and make sure
Task Scheduler is active. The weird mySQL can doing the backup on the
time i set it first. Is it mySQL bug or something wrong with my
Windows 2000 Server?
And one more thing the .sql file created use double quote ( " ) not a
single quote ( ' ) and if i run restore from that file, mySQL raise
error check SQL Syntax so i must replace the double quote with single
quote first :-(
can anyone explain this to me?

this is my specification:
Windows 2000 Server
MySQL Server 4.1.7
MySQL Administrator 1.0.13
