Ok, I guess we all need more information to be able to help you,
accourding to your email, your problem seem to be with PHP
(mysql_connect function), so, I guess its a web app you're dealing
with (or some other programming language).

You should first check if your server is running, try connecting using
the MySQL Console, you're trying to connect to localhost, verify if
this is correct (you're running the server and the app at the same
host).

More info, like your MySQL version, OS and config would be useful.
