changeing the character set to cp1256

Hi all,
during the configuration of mysql 4.1.10 (executing MySQLInstanceConfig.exe file) I set the character set of mysql to cp1256. (I change this file to have a persian mysql). after restarting in mysqlcc(control panel) I see a true persian data in mysql and I can sort them correctly.
but in phpmysqladmin and EMS Editor I just see ????? characters insted of persian characters. and also I can not view or insert data correctly in my php files that I' ve writen.
after all I see the character set variables :
1- character_set_client = latin1
2- character_set_connection = latin1
3- character_set_database = cp1256
4- character_set_results = latin1
5- character_set_server = cp1256
6- character_set_system = utf8
and
1- collation_connection = latin1
1- collation_database = cp1256
1- collation_server = cp1256

So, I set the all above to cp1256 instead of character_set_system . but no change occures in mysql managers, and after I exit from mysql console the settings return to their previous values???!!!

Please help me. how should I do ?
