Outlook dropping body of e-mails sent from Eudora that have attachments

In our office, we use Eudora 4.3. If someone here sends an e-mail with an
attachment to a recipient who uses outlook, the body of the e-mail
disappears and the only thing remaining is the signature and attachment.
This has been happening off and on for a while and wasn't a big issue, but
it seems to be happening more and more and more.
I've tried to trouble shoot this, but just can't get to the bottom of it.
Has anyone heard of this happening?

Does Eudora set a Content-ID header? If so, there's a known problem in
Outlook XP; the body part(s) with the Content-ID do not show up in
Outlook.
We first became aware of this problem a couple of years ago. Microsoft
has acknowledged the bug, but I don't know if it has been fixed yet.
