They've got quite a way to go, but it's a start. I like how they don't
mince words; they call spammers "devious and vicious"...

What seems to be triggering things there is the issue of spam to mobile
phones. Most Japanese mobile phones have email as a separate service from
SMS.

Spam has already rendered SMS largely useless in Japan; many Japanese
mobile phone users block all SMS. As a result, SMS is almost totally
deprecated in Japan. Unlike the US, no attempt has been made in Japan to
make SMS work to mobile phones of a different company.

The result is that all of Japan's messaging eggs are in the email basket,
and spammers are actively attacking that basket.
