BlockSender?

the bookmark for my e-mail which someone else set up for me says
http://us.f546.mail.yahoo.com/ym/BlockSender?YY=53164&DEL


To me this looks like when I click on it it will block one person's
e-mail and then delete it? Is that what it does? How can I find out
who the sender would be?
