Even when I enable the "User local time for file naming and rolloever"
option in IIS5/6, the log files still show time as GMT. Why is that? How can
this be corrected?

Hello,
This is because the W3C specification says that is how it is supposed to
be.
Either change to another logging format, or let your log analyzer handle
this.
