DATA size hint in SMTP?

Is there some protocol extension in SMTP so that a client can say
something like 'DATASIZE 6000000' before sending DATA. Therefore, if
the server chooses to limit the message size it can say so upfront,
thus saving bandwidth. This is similar to Content-Length header in HTTP
POST request.

Yes, there is, it's an extended parameter to MAIL FROM.
The only small detail is that the message size is not required to be exact,
down to the last byte. It's intended to be interpreted as an
in-the-ballpark estimate of what's heading your way.
And, of course, providing the message size is optional.
