MySql under Windows XP

To support people.
This is my first time using MySql.
The MySql on the version 3.23 and 4.0 could be used under a MS Windows =
XP Professional? What should I do? The same application under MS Windows =
2000 Professional runs ok, but under XP I got no access to data and to =
the structure tables.
I will be pleased for some help.
