Looking for and email CRM solution

I am looking for an affordable application to help manage customer
feedback and inquiries. I envision this being a web application that
would be accessible by customers and would either distribute the
incoming messages to an appropriate customer service or technical
support rep based on content, or it would just send the message to a
list of potential responders. Emails that are distributed would
include a link to the application for responding so that all
correspondence would be done through the CRM application, and all
responses would be logged for Quality Control and knowledgebase
purposes. Additionally I would like the application to notify a
manager or an alternative rep if a inquiry isn't responded to in a
timely manner.

For that matter, I ought to change the folder name to "crm"

Suggestions for additional listings welcomed! (But the products ought to
have an e-mail component, even if the messages are accessed by the
customer support team via the web -- i.e. I'm not looking to add
software that only does live support).
