fedora 3 sendmail -bv as non-root

I need to use "sendmail -bv" in a procmail rc
that is being run as a non root user to check
if an address is deliverable.

Fedora 3 sendmail won't let a user do that
because the queue is not readable by non root
- why sendmail needs to read the queue directory
to do that is beyond me but it does demand
that the user running it can cd to that directory.
Now I'd rather not make the queue readable by all
for obvious reasons. Is there a way around this ?
