Hotmail UTF-8 support

Hello:

I am running into a nasty issue with Hotmail and UTF-8 charset. I am
sending email using the Microsoft's cdosys.dll (CDO.Message) and I am
setting the charset to UTF-8. It seems to be OK with other viewers,
but Hotmail slams high bit characters. I will submit another post with
full examples of headers and messed up text.
