You underestimate the stupidity of the human race.
Even if only one in ten thousand recipients buys something from the spammer,
it's a profit made. There's no cost in hijacking several hundred cablemodem
boxes, owned by morons who don't know how to secure Windows properly, and
using them to spew into millions of random mailboxes. Anyone who responds
brings instant profit.

That, alas, is true.
Some while ago (I forget exactly when) someone managed to hack into a
penis-pill spammer's system and steal his customer list. It turned out
that there were quite a few 6-digit salary executives in New York City on
the list.

It is profitable, to some degree, because receipients are stupid enough to
send money to the scammers sending them spam.
Most of the people spamming are not actually making money, but there are
some marketers making substantial money.

I recently saw another, more plausible argument. The real action is
between Spammer Inc. and potential spammer marks. SI wants to sell a
spamming package to sm, SI sends out a few million spam, then goes to
sm's site and buys some. Based on this, sm is convinced (s)he can
actually make money at this, so (s)he forks over money for spamming
package. Of course, sm loses shirt (nobody in their right mind buys
from spammers), but what does SI care?

Yeah, Spammer Inc. makes money, by defrauding gullible marks. There's
still a sucker born every minute, and creeps willing to take advantage
of them.
