A problem under windows 2003

Dear Sir,
I installed mySQL on window 2000, it worked find. After I upgraded window
2000 to 2003, and mySQL is not working any more.
I use mySQL version 4.0, and ODBC version 3.51. I uninstalled and reinstalled
the program after I've upgraded windows.
When I run winmysqladmin.exe version 1.4, it give me the error message as
follows: "Access violation at address 0040289D in
winmysqladmin.exe read of address 00000000". I notice Local IP Address field
is blank.
When my machine connected with internet, it runs without a problem, and Local
IP Address field has my localhost IP address.
I don't know is this I setup something wrong or it's a bug in this program.
Please help me to fix this problem, thank you very much for your help.

The above message error i only saw on Win95 when the winsock2
wasn't installed. Then please verify if the TCP/IP service
is working for the user you are running/installed MySQL.
For this try to start the server with the below command
line:
mysqld-nt --standalone --console
and take a look at the message errors.
