My solution to "Can"t connect to MySQL server on "localhost" (10061)"

I installed MySQL intending to use it to develop php pages on my local =
machine through localhost but kept getting an error message:
Error message - Error Nr. 2003 Can't connect to MySQL server on =
'localhost' (10061)
The suggestion was that it was a Firewall causing the problem. I have =
Norton Internet Security and stopping the Firewall didn't help. =
However, disabling the whole Norton Internet Security worked - I just =
have to remember to enable it again before connecting!
Hope this is of help to someone else as I had a lot of frustration =
trying to sort it out.

The problem is likely Norton's Internet Worm Protection. Instead of
going through all that hassle, perhaps try adding mysqld-nt.exe in the
mysql/bin folder to the allowed application list under the Internet Worm
Protection settings and see what that does for you. Failing that, get
rid of Norton, because I find it's usually more hassle than it's worth
