Problem with MYsql on Windows

Hello,
There is problem with Mysql 4.0.25- win32 when ever i try to install on any
drive other than see the mysql service fails to start with an error message
"Can't find messagefile 'C:\mysql\share\english\errmsg.sys'"
I have been working with this for 2 days i have reinstalled OS then also
Same problem.
