Filtered means that there was no response at all to a SYN packet.
They may be offering IMAP service, but they're not offering it at
213.165.64.100 on port 143.

No idea what other settings your preferred MUA might need, but
basically you're looking for
Host: imap.gmx.net
Protocol: IMAP4
Username: login@gmx.net (yes, domain name is needed)
On the other hand, I have no idea if IMAP is available to all
GMX users or if you need to sign up for GMX ProMail. Maybe
you should rather contact the GMX support staff about this..
