Direct SMTP delivery from a home Internet acciunt

I set up a mail server (MailEnable Standard) to send outgoing mail
direct from my PC. But I have found that some recipients never receive
mail from my mail server (although it was not apparently rejected)
whereas the same message is received when sent using the ISP mail server.
I have an ADSL connection on a fixed IP address 213.78.46.70. I set up a
DNS entry so that the IP address resolves to orion.tech-pro.net, and
also set up an SPF record for the domain tech-pro.net.
Is there any reason why a mail server would reject mail from this address?

Yes. Because the IP address or rather the IP address block is listed by
one or more block lists used by mail server administrators to filter out
spam. Many residential address blocks will be affected in this way,
unfortunately. See, for example:

Because there are hundreds of thousands of ADSL or cablemodem high bandwidth
circuits that have been purchased by idiots running unpatched Microsoft
shitware, whose PCs have been hacked, trojaned, and taken over by criminal
spam gangs, and turned into a massive distributed spam delivery network,
pumping out spam without the owners' knowledge and under their collective
noses.
Because of that, many Internet providers refuse to accept mail from known
ADSL or cablemodem IP address ranges.
