Special Character translation with export help needed

I'm having difficulty getting certain special characters to stay the=20
same when I export databases.
Here are some of the examples:

View of data from phpMyAdmin:
Habitat is a ‰Û=CFwhat you see is what you get‰Û? or =
‰Û=CFWYSIWYG‰Û?

View from table dump via phpMyAdmin export:
Habitat is a â€Å=93what you see is what you getââ‚=
? or=20
â€Å=93WYSIWYGââ‚?

View from table dump via mysqldump:
Habitat is a “what you =
see is what you getââ‚Â?=20
or “WYSIWYG=C3=8 3¢â=
‚Â?

The view of the data via phpMyAdmin seems to be the closest to what I=20
need.
The special characters are created by flash then saved in the mysql (=20
4.1.13 )
database. Now I'm moving them to a different mysql ( 4.1.14 ) database.

Is there a better way to swap databases that will prevent the special=20
characters from being translated?
