easyphp 1.8 - mysql encoding

I have easyphp 1.8 installed.
The default mysql encoding is set to utf8.
Phpmyadmin connection to mysql is set to utf8_general_ci.
How to change first to cp1251 and second to cp1251_general_ci globally so
that these are set by default?
