Installation problem with MySQL version 3.23.58

Tried installing over and over again but every time
got a message saying Error 2003:cant connect with to
MySQL server on 'local host'<10061>
Dont know whats the problem nor how to resolve it.
Can u please advice me on how to go about?Thanks

version of MySQL are you trying to install, which method are you using to
install it, and are you following the manual?

this error message sounds like the client cannot connect via TCP/IP to
the server.

Reasons could be a wrong mysql.ini file.

Make sure it resides in the Windows home directory.

Also make sure that it contains the proper values for the server's IP
address and port number.

Also, if this is a tcp/ip problem, check to see if you have a firewall
interfering with the port operation.
