Math::Macopt version 0.01 available

Hi all,

It is to announce the first release of "Math::Macopt" with version
0.01. It is a PERL wrapper to the C++ "macopt" code which was developed
by David Mackay.

It is a optimization library using conjugate gradient. The Perl API is
made as similar as possible to the original C code.
