Keep having to reset security for .NET

I have to reset the security permissions for the
C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322 folder on one of my web servers
frequently. The machine\aspnet accounts keeps disappearing from the security
permission. I’ve even rerun aspnet_regiis a few times but nothing seems to
stick. The end result is my web app generates event id 1309 when the
machine\aspnet doesn’t have permissions for
C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files. Does
anyone have a solution or suggestion for troubleshooting? Thanks.

Find what or who is changing them and stop or alter that process.
Securities don't randomly change.
