Downloading files from Intranet server

I'm creating an inhouse support website, and want to put .reg (Registry)
files there for people to apply a patch to their machine.

If I put a http link to a reg file, IIS says the file can't be found
(classic 404 error).

The permissions of the web site are set to allow files to be executed.

Short of creating an EXE to make the registry entry and downloading that
instead I don't see how to make this work.

Running IIS 5.1 on WS2k3 SP1.
