C/ODBC v3.51.13 prerelease

Those interested in prerelease material please give 3.51.13 a try.

This one should help out some folks who have reported lost connections
without notify. If you are dealing with lost connections then please
consider requesting SQL_ATTR_CONNECTION_DEAD as this will force a
mysql_ping().
