If you can, the best is to use a vpn box where all those dynamic users can
be authenticate and where you can control the accesses to your database
That vpn box may be a Linux machine (many free & pay wares exist) or some hw
box (Cisco, Symantec, Nortel, ...). if you choose for the Linux pc, it 'may'
not be the same as your database server. (well that will do, but much less
secure). A 1U pizza box cost less than 1000 us$.
Take one with 2 (or best) 3 Ethernet.
That way, you have WAN, DMZ and private LAN
Another possibility is to associate a use with an isp IP range.
Much less secure but no vpn box needed.
And it requires some administration.
And your users cannot switch between isp
