Metabase explorer

I am using Windows Server 2003 x64 version with SP1 and IIS v6 all updated to
latest fixes. For IIS I installed the Resourcekit to be able to set
permissions on IIS to others persons than administrator. Unfortunately the
tool "Metabase Explorer" doesn't work. It give an error 0xC0000135 (The
application failed to initialize properly). Does anyone have a clue?
