error when adding user

Hi,
I have a problem with MySQL.
I use MySQL version 5.0.15 running under Windows XP, i
installed using exe file, then i tried to added user
but there was an error, which is: "MySQL error 1364,
field ssl_cipher doesn't have default value", so i
tried uninstalled it and then i give access for the
anonymous login (first time i did't give access for
anonymous login), after that i add user and it's
succeded,
I wonder what is the meaning of the error messages? Is
it because i haven't give access for anonymous login?

Second question, when i want to add ODBC via DSN there
was an error messages:"The setup routines for the
MySQL ODBC 3.5.1 driver ODBC driver could not be
loaded due to system error, code 126"
What is the meaning of that error?
