ipopd error

I'm trying to get a mail server going, and after weeks of reading reams of
pages and docs, I settled on sendmail and began installing using the
walkthrough at http://www.aboutdebian.com/internet.htm as a guide.
Once SMTP was tested and working, I went to the next step
'apt-get install ipopd'
The install goes exactly as shown on the web page, however when testing it
things fall apart and I get results like this:

Apparently, only the 'quit' command works, everything else gives the error
shown.
re-installing and dpkg-reconfigure ipopd doesn't change anything.
Googling on the error message shows me lots of posts and pages talking about
it, but so far no answers.
Other than that, how do I go about adding email accounts? Where does
the user info go so that the pop3 and smtp-auth servers can use it?
I'm not looking to make a 'production server' here, I just need to provide a
couple dozen email accounts for users not on this machine.
