Undelivered UDP

Hello,

I am looking at the log of an old version of Trumpet (version 2.0)
and trying to understand why I would see a message saying 'Undelivered
UDP' and some information apparently going to 204.23.212.191 -
Michigan State Governement, when I have not connected to any page
related to them.

I am using Trumpet on Windows 3.1.
