Security Tab Missing On Specific File Extensions - 2003

Okay so I am on a windows 2003 server. I first found that these certain types
of files (.wpd) Corel files could not be downloaded from the web. I first
thought it was a security issue so I right clicked the files and was going to
look at the permissions. The security tab is missing. In fact only the
General tab and the Summary tab are available. I tried copying the file and
the same thing with the copied file. I moved it to another drive on the
server, same issue. In fact it is affecting all the .WPD files in that
folder....... there are other files like exe's, pdf's, etc. Those can be
downloaded just fine from IIS and the security tab is viewable. Any ideas?
The files are not encrypted.

Hi,
Please look in the IIS logfiles. What is the HTTP substatus code? (it's the
next value after the HTTP status). If you are getting 404.3 errors, then
this is your problem:

I'm not sure what you are not seeing a security tab for some files and not
others. That does not seem normal
