I18N in Oracle documentation

Tim,
In the most excellent
http://search.cpan.org/dist/DBD-Oracle/Oracle.pm#Oracle_and_ Unicode
there is reference to the oracle internationalization documentation.
Do you have a more specific reference for that, particularly as
relates to 9i? A link would
be great (even if it requires logging in to the Oracle support
network) would be great, or
an indication of which pages etc. in which book, since there are a lot
of duds out there.
"Oracle 9i the complete reference" for example has no mention of
utf8, unicode, or any
i18n issues what so ever. So it's not as complete as the title says it is.

The Best Practices whitepaper is pretty good. It has Perl examples, and
even though it claims to be for Oracle's app server, the concepts
transfer well to other environments.
