Some random suggestions:
- try using different sets of methods to isolate the minimum requirements.
for example:
call fetchrow_array just once.
don't call fetchrow_array at all.
call fetchrow_array in loop but don't call finish
don't execute, fetch, finish.
etc etc etc
- try with other drivers to see if it's the driver or the DBI that's leaking
