Request for a point in the correct direction...

I'm trying to find out if there is a generic MIME content-type, much like "message/delivery-status" and "message/disposition-notification", that can be used for sending administrative messages via email. More specifically I'm looking at augmenting my mailing list manager to be able to have it send it's administrivia requests out as "multipart/report" messages with a (proposed) report type of "administrative-request". I'd like the messages that get sent out to be similar in nature and design to DSNs and MDNs. However, I think what I'm wanting to do is slightly different from both.

So far any searching of the net and news groups has not turned up any thing very useful regarding any preexisting report type that I could use or a proper location to discuss this prior to requesting the IETF approve the new type of report that I'm discussing. If any one has any suggestions as to where I might look or mailing lists to join I'd appreciate the point in the correct direction. F.Y.I. At present comp.mail.mime appears to be dead save for spam.
