Access Lists Vs Security Policy Tabs

In Firewall-1 Properties dialog, what is the difference between the tabs
that are named Access Lists and Security Policy. Both contain nearly
identical options. For example, both contain:
Accept RIP
checkboxes. The Security Policy tab applies this checkbox to accept this
type of traffic before security policy rules are applied. It's not clear
why the option is then duplicated in Access Lists, and how is this tab
different in scope?

With the OSE license, you can manage the access lists for a Cisco
router from the checkpoint console.
The access list tab applies to the Cisco access lists for the Cisco
devices in the Smartcenter defined as an OSE device
Security policy applies to Checkpoint enforcement modules running CP
