FP2003 Error

Here's a small one I can't seem to figure out.

When I start FP2003 and try to do *anything* with localhost it errors out
and says "Could not find web server at localhost on port 80". The 2nd try
then works and it continues to work during the instance of FP2003 - but as
soon as I shut it down and restart it the same thing happens; first connect
fail, then works OK.

Obviously this is a minor issue - but it wasn't happening last week. I've
removed and re-installed both IIS and FP several times with no correction.
Any ideas? It's almost like a setting changed somewhere.
