Client card reader

I need to be able to read a magstripe and/or smart card on a client
machine on a system that currently is built up with PHP & HTTP & a
little JavaScript.
Can this be done with JavaScript? or I am willing to listen to any other
possible solution.

As far as I know PHP has no access to com controller. So I think you
should look in to Java with php in it. The new Java can handle PHP.
