Free e-mail for limited use

We have run out of e-mail accounts and occasionally need
some for guests. I would appreciate any suggestions.

The requirements are:
* Storage....................10 MB fine
* Cookies required...........Don't want cookies if poss.
* POP3/IMAP..................Yes, send and receive
(Many free accounts only allow receiving or checking)
* Web interface..............Simple for easy use
* Advertising................Ok if kept to a min.
* Personal info..............Desire none, but will lie

I have seen a lot of references to GMail, but they require a
cell phone number, which is NOT going to ever happen. A
number of others really boil down to using free e-mail as
bait for all manner of advertising, and are not wanted.

You do the research to see if they support all that, but:

They've various levels of service starting at free.
