Perl:wrap simple routine?

On my unix ISP perl has Text:Wrap, but not on my PC (GNU v4)
Where can I find the simplest perl routine to take paragraphs of text
and reformat their column width?

I don't understand your question. You've already found it. It's
Text::Wrap. If you don't have it on your PC, just go get it.
perldoc -q install
Found in /opt/perl/lib/5.6.1/pod/perlfaq8.pod
How do I install a module from CPAN?
If you're using Windows on your PC, and Activestate's distribution of
Perl, just type
ppm Text::Wrap
at a command line.

On Linux, you can use the cpan program to do this easily:
cpan Text::Wrap
or
sudo cpan
cpan[1]> install Text::Wrap
or
sudo perl -MCPAN -e shell
cpan[1]> install Text::Wrap
