opendir / readdir and encoding of file names

Hi all,
it is possible to specify encoding for files during PerlIO, like
open $handle, "<:encoding(cp1252)",$file
Anything from this handle is perl-like coded.

Is there a similar possibility for opendir/readdir?
What is the encoding of file names received by readdir?
Is it depending on Windows NLS settings and LANG on UNIX? Or is it
perl-encoded by default?
I did not found any specification in manpages.
